### Description

- wait_for_active_scan_completion: break on DOES_NOT_EXIST response
  (ZAP restarted → old scan ID gone), add 3600s timeout
- wait_for_spider_completion: same fix, 1800s timeout
- Add timeout=10s to requests.get() calls in both loops
- Scanner was stuck since 2026-03-20 polling dead scan ID 3
