Description
- Remove COPY config/ from koursk-2 Dockerfile, use Docker configs instead
- Add rsync_rsyncd and rsync_jobs configs to hl stack for master and slave
- Add samsonov and telegram service stack files
- Update BUILD_PROMPT.md
